Telecommunications has been one of the most dynamic sectors of the economy in recent years. Peru’s telecoms infrastructure expanded and modernised rapidly between 1994 and 2004, and in 2002 the number of mobile subscribers overtook the number of fixed lines.

Mobile telephony has expanded very quickly, as in other Latin American markets, although it has yet to reach many potential consumers. New technology has also created a demand for other telecommunications services such as data transmission and internet access.

Despite privatisation and liberalisation of the telecommunications market during the 1990s, the fixed-line market is still, in effect, a monopoly, with Telefónica del Perú (TdP, a subsidiary of Spain’s Telefónica) having a 95% share of lines installed at the end of 2005, according to the telecoms regulator, Osiptel.

Fixed-line density in Peru grew from 2.9% in 1993 to an estimated 7.4% in 2004. Despite this, the penetration rate is still below the Latin American average of around 19%. In the mobile communications market, there are just two main players, and one much smaller competitor.
