Austria: Exemplary eGovernance and eCommerce

On par with its EU counterparts, Austria excels in the provision of online public services. By promoting technological adoption and providing a legitimizing framework for digital transactions, the EIU eReadiness report reveals that such early adoption of eGovernance has provided for eCommerce stimulation.

Ranked in the EU top 5 by a new European Commission report*, Austria has streamlined exchange between suppliers, distributors and partners through steady adoption of external eBusiness practices.  With 51.5% of enterprises making purchases on the net, Austria ranks 9th over all for eCommerce in the EU.  Such success are indicative of basic and specialist ICT skills as well as enterprise broadband connectivity, all steady at the EU average for 4 years.**

A model for eGovernance, Austria also has hopeful indicators in education. Spearheaded by the eHealth program of 2005, Austria now ranks 3rd in the EU for fully online public services for citizens and 1st for enterprises.  Low level use of these services by both citizens and enterprises, however, must be addressed through eInclusion programs.  Citizen use of general online services is above the EU average but Austria has been slower in take up of multimedia online content.

With above average ICT access for students and 89.7% of teachers using computers in the classroom, gains in computer literacy will follow.  Policy is now shifting from infrastructure development to ICT use and online service promotion. - Kenzie Burchell
